Add your link.
Find linkpartners by typing eg. link exchange or linkpartner or reciprocal link in googles searchengine.
find link-lists and small internetguides by searching google on:

also use ´submit site´ ´submit your site´ ´add site´ ´add url´ ´suggest site´ etc.

check if the linkpage is in googles searchresults and check its pagerank.
Ask people and companies around you to link to your site.
Name your site in blogs and discussiongroups.
Give away online tools or articles with a link in it to your site.
Dont link out too much for this will cost you pagerank, and dont point too many internal links to the link page.
Dont link from websites within ip- or domain ranges, this is no use, counted as Localrank.
Dont always link back, only reciprocal links are suspicious
