The more in the beginning the more they weight they have.

Spread your keywords over several pages, creating themes per page,
optimising for about 4 to 5 keywords per page, 500-750 words.
Make your site an authority in your subject, make lots of specialist text.

Dont use anything other than keyphrases in the title of the page.
The first things after the body tag should be the [h1] keyphrase title
and an image with the keyphrase in the [alt] tag.
In the bodytext use your keyphrases once or twice
in bold or italic or underlined near beginning or end of the content.

Use smart combinations of keywords in your titles and short texts,
an use both single and plural forms of keywords.
Use keywords in link-texts for your site navigation, and in urls.

Call to action, make your visitors do things you want them to do by expressing that in:
- link text
- the title of the page or landingpage (will appear so in searchengines)
- meta description text
- on a landingpage
